
Business strategy and policies are vital for any organization. GRS knows the importance of a leader providing direction and vision for an organization. We have been at the forefront of developing Defense Intelligence Directives and Initiatives since our inception.

Strategic Planning and Policy Development
GRS has developed numerous products that include actionable recommendations based on thorough research and supportable data. GRS served as a strategic planning team for the Director, DIA housed within the Chief of Staff's Office. GRS developed, edited and produced the DIA Strategic Plan 2007-2012 for DIA Director, LTG Maples. In order to develop this in-depth document, GRS conducted extensive research and worked across all elements of the Agency and the deputy directors to determine the key goals, objectives, activities and to make recommendations to achieve the DIA mission as envisioned by the DIA Director, the Director of National (DNI), and the Undersecretary of Defense for Intelligence (USDI). As a team we provided:
- Extensive knowledge of stakeholder plans, including DNI, USDI, DoD, IC and others
- Provided in-depth understanding of DIA enterprise and its leadership
- Provided institutional knowledge of DIA since the concept of development for the first DJIOC
- Focused strategic plan on utilization of assets around support of DIOCC
- Demonstrated ability to author and coordinate plans, documents, briefings at senior level
- Demonstrated excellence in program management and consistency of high quality deliverable's
In previous contract requirements, GRS was required to conduct two (2) comprehensive research efforts simultaneously; this number is not indicative of GRS simultaneous capabilities, it simply identifies previous requirements. GRS conducted research in support of the Director, DIA and the Chief of Staff, Agency Strategic Planning Implementation Plan. This effort resulted in over 500 Agency-wide initiatives identified to support the implementation plan of the 2007-2012 DIA Strategic Plan. Additionally, GRS developed and presented the first Defense Intelligence Operations Coordination Center (DIOCC) Continuity of Operations (CONOPs). This plan required extensive analytical research and a depth of intellectual intelligence capital to develop the framework and the numerous Annexes to support the plan. If there is a requirement for GRS to conduct several research efforts simultaneously, GRS is confident in its ability to successfully conduct the research, as GRS has a wide network of experienced researchers and analysts allowing it to identify and acquire talented and highly qualified personnel to meet all simultaneous comprehensive research effort requests.
GRS supported the development of the Office of the Secretary of Defense (OSD) Modeling and Simulation Business Plan. The Modeling and Simulation Corporate and Crosscutting Business Plan established the strategic direction for M&S activities and investments across the Department of Defense (DoD). It encompasses the M&S Vision and Goals, the cumulative direction of DoD investments, plans, programs and objectives identified collectively by the M&S Steering Committee. This plan implements policy in DoD Directive 5000.59, “DOD Modeling and Simulation (M&S) Management” (DODD 5000.59) and provides a basis for developing supporting plans and programs. Additionally, GRS is currently engaged by the DoD Modeling and Simulation Coordination Office to assess M&S contributions to Irregular Warfare (IW) as well as providing strategic guidance and senior level consultation to the 2020 Quadrennial Defense Review. In addition, we provided:
- Proven ability to coordinate across diverse and complex set of organizations (16 entities in M&S CO) serve on oversight committee
- In-depth knowledge and understanding of DoD keystone documents – QDR, National Military Strategy, updated directives and more
- Currency in stakeholder direction including OSD, USDI, AT&L and others
- Demonstrated capability to draft and finalize plans for review by seniors and publish at DoD level
- Understanding of critical issues facing the warfighter including Irregular Warfare (IW)
- Provision of timely and accurate status reports to support effective program management
GRS' subject matter experts will provide an in-depth and critical analysis of identified policies that will direct, influence, or make information-sharing recommendations. Based on our analysis, we will make strategic recommendations to our government leads that will advocate the needs of information sharing and support its outcomes. As a Team, we performed extensive research and analysis by identifying and examining future trends and current challenges facing our Nation. Based on this research we recommended to the government leads fact-based, mission-critical policy options as a proactive strategy to be ahead of future expectations of policy leaders and senior-level decision makers.
