Description:
GRS, Inc. is seeking an enthusiastic, motivated and talented individual for the position of Staff Intelligence Operations Support Program Manager for work at Defense Intelligence Agency (DIA), Directorate for MASINT and Technical Collection (DT), Office of Forensic Intelligence (DTK), Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) Technical Collection Office (DTK-1). The Program Manager position reports directly to GRS Director of Intelligence Support Operations. The Staff Intelligence Operations Support Program Manager will be responsible for contracts and delivery orders involving employees and independent contractors. The Program Manager will focus on all contract, resource, personnel, operations, cost proposals, and assist the Business Development department in obtaining new opportunities.  The Staff Intelligence Operations Support Program Manager will develop and disseminate policies & procedures and provide for oversight of all employees. The Staff Intelligence Operations Support Program Manager will be required to build and maintain positive relationships within and across the GRS, Inc. staff; contract administrators; customers such as the Defense Intelligence Agency (DIA); and Industry subcontractors.  The Staff Intelligence Operations Support Program Manager must have knowledge and experience in project and program management and be capable of acting independently to achieve program objectives.

  • Assumes primary responsibility for the planning and providing oversight to STAFF INTELLIGENCE OPERATIONS SUPPORT delivery orders and contracts as directed by the Director of Intelligence Support Operations.  Teams, as required, with business development on proposals, drafts cost proposals; and position descriptions.  Initiates and leads kick-off meetings, monitors and controls execution, and provides oversight of delivery order and contract closure.
  • Advises the Vice President Business Development as well as the Director of Intelligence Support Operations and recommends courses of action to resolve priority issues.
  • Takes the lead in managing the day-to-day operational functions and planning initiatives associated with STAFF INTELLIGENCE OPERATIONS SUPPORT projects and as directed.
  • Identifies risks and plans responses; ensures quality audits and controls are planned and implemented.
  • Monitors and controls expenditures by regularly assessing planned versus actual expenditures.
  • Prepares and disseminates reports, required periodic assessments and past performances.
  •  Provides updates to the Director of Intelligence Support Operations, on all efforts verbally and in writing, to include PowerPoint presentations.
  •  Establishes, maintains, and updates desktop procedures detailing roles & responsibilities.
  •  Coordinates across the Program Management Office and Corporate staffs to achieve objectives and resolve issues.
  •  Develops, reviews, and disseminates SOPs as directed and required.
  • Assists customers in the preparation of STAFF INTELLIGENCE OPERATIONS SUPPORT orders, procedures and directives.
  •  Attends meetings, monitors subcontractors, and speaks for the Director of Intelligence Support Operations, as required.
  • Interfaces with senior employees and subcontractor personnel to ensure contract compliance.
  • Ensures compliance with contract specifications, statements of work and pay/hour accounting.
  • Provides quality assurance and quality control for the program.
  • Manages and tracks to resolution security related issues for all staff in the program.
  • Tracks program level tasks, projects and provide updates for the bi-weekly Operations feedback brief/meeting.
  • Assumes primary responsibility for monitoring the program’s Overhead budget and Awards program.
  • Provides subcontractors with expectations and monitors their performance.
  • Interviews and recommends personnel for hiring.

 

Minimum Qualifications:

  • 15+ years STAFF INTELLIGENCE OPERATIONS SUPPORT experience with documented time at Strategic, Operational and Tactical levels
  • Joint/Combined STAFF INTELLIGENCE OPERATIONS SUPPORT experience
  • Master’s Degree in a related field
  • Current DoD TS/SCI Security Clearance
  • Strong oral and written communications skills
  • Extensive experience in Microsoft Office Suite applications such as Word, Excel and Power Point
  • Excellent decision making ability and sound judgment
  • Superior Interpersonal skills
  • Excellent attention to detail
