Executive Leadership

GRS brings a wide-array of experience and perspective to the development of client solutions. The following is a selection of biographies for our Executive Leadership Team.

Anthony “Tony” Williams – President & CEO

Tony is a visionary with over 20 years of extensive and progressive experience in intelligence, operations, human capital and training design. A former military officer, he culminated his defense career as the Director of the Strategic Planning Group for the Chief of Staff at the Defense Intelligence Agency (DIA). Prior to that, Tony held a Human Capital position with the Pentagon Joint Staff Intelligence Office (J2). His military awards include the Legion of Merit, the Defense Meritorious Service Medal, the Meritorious Service Medal with 4th Oak Leaf Cluster, the Army Commendation Medal and the National Defense Service Medal. Tony is a retired Army Lieutenant Colonel and holds a masters degree in Human Resource Management from Troy State University.

Janet Simmons – Executive Vice President & COO

An accomplished senior Intelligence Officer with more than 20 years of experience, Janet has held significant leadership roles in her career including a White House position within the Office of National Drug Control Policy and as a Battalion Commander at Fort Belvoir, VA. Janet has provided comprehensive intelligence support to cabinet-level officials and has been responsible for the health, welfare, and training of thousands of soldiers. In addition, she has managed significant federal budget assets in the Intelligence arena. Janet brings a wealth of experience across the intelligence disciplines, including Human Intelligence (HUMINT) and Signal Intelligence (SIGINT). Janet is a retired Army Lieutenant Colonel, holds a Masters of Science in Public Administration from Central Michigan University.

Tina Wilson – Vice President, Business Development

A respected strategic planning and policy consultant, Tina has extensive experience in working with senior leaders seeking to drive change in their organizations. Her work includes managing large-scale, mission-critical projects in the military, public, and private sectors. She possesses a wide-range of organizational development and change management capabilities to include business process analysis and improvement, enterprise-level resource programming, senior-level facilitation, and complex event management. Prior to joining GRS, Tina served in the United State Air Force and was previously employed by Booz, Allen & Hamilton and Northrop-Grumman. She holds a MBA with a focus in Strategic Management from Johns Hopkins University.

Bruce Moody - Vice President, Strategic Planning and Policy Development

A senior level executive with over 20 years of experience in strategy, management, and operations, Bruce has held an array of high level positions within the Department of Defense (DoD). Bruce brings a strong internal relations component, having served in a policy development role at NATO and as part of the strategic planning team for the development of Africa Command (AFRICOM). In addition, Bruce has led cross-agency international teams including partners such as Federal Bureau of Investigations (FBI), the State Department, and the United States Agency for International Development (USAID). He has been responsible for the oversight of multi-million dollar budgets and hundreds of personnel. Bruce is a retired Army Lieutenant Colonel and holds a Masters of Science degree in Public Administration from Central Michigan University.
