GRS served as a strategic planning team for the Director, DIA housed within the Chief of Staff's Office. GRS developed, edited and produced the DIA Strategic Plan 2007-2012. In order to develop this in-depth document, GRS conducted extensive research and worked across all elements of the Agency and the deputy directors to determine the key goals, objectives, activities and to make recommendations to achieve the DIA mission as envisioned by the DIA Director, the Director of National (DNI), and the Undersecretary of Defense for Intelligence (USDI). GRS supported the development of the Office of the Secretary of Defense (OSD) Modeling and Simulation Business Plan. The Modeling and Simulation Corporate and Crosscutting Business Plan established the strategic direction for M&S activities and investments across the Department of Defense (DoD). It encompasses the M&S Vision and Goals, the cumulative direction of DoD investments, plans, programs and objectives identified collectively by the M&S Steering Committee. This plan implements policy in DoD Directive 5000.59, “DOD Modeling and Simulation (M&S) Management” (DODD 5000.59) and provides a basis for developing supporting plans and programs. Additionally, GRS is currently engaged by the DoD Modeling and Simulation Coordination Office to assess M&S contributions to Irregular Warfare (IW) as well as providing strategic guidance and senior level consultation to the 2020 Quadrennial Defense Review.
