Anthony “Tony” Williams – Chief Executive Officer

Anthony “Tony” Williams is a leader and strategic visionary with nearly 30 years of extensive and progressive experience in intelligence, operations and human capital. As a former military officer, Tony culminated his defense career as the Director of the Strategic Planning Group for the Chief of Staff at the Defense Intelligence Agency (DIA). Prior to that, Tony held a Human Capital position with the Joint Staff Intelligence Office (J2) at the Pentagon. Tony holds a BA in Political Science from Southern University A&M and Master of Science Degree in Human Resource Management from Troy State University. He also has Master Certificates in Organizational Change, Aligning Project Management with Corporate Strategy and Program Management from The George Washington University. In addition, Tony is a graduate of the Executive Leadership Development Program at Harvard School of Business.

Michelle Rubie-Smith – Chief Financial Officer

A strategic thinker Michelle has experience in planning, launching and successfully leading projects and operations that generate competitive advantage. She has identified business opportunities and deployed technology and process improvement tools to achieve business goals. She has strong interpersonal skills and natural leadership capabilities in building and motivating teams of professionals. She started her career in the public sector in personnel security and has spent the last 15 years in operations managing business lines from $20M – $350 million. She is skilled at managing ambiguity and adapting to and driving change. She holds a BA in International Politics from Georgetown University and has completed Executive Development Program at University of Pennsylvania Wharton School of Business.

Robert “Bob” Thunker – Vice President of Strategy & Corporate Development

Bob brings over 35 years of government and commercial experience to GRS in the areas of corporate leadership, business development, organizational program management, mission operations, and systems engineering across multiple vertical markets. This includes over 25 years of intelligence support and converged system security comprised of cyber, physical and personnel security systems. Bob’s extensive background includes senior leadership positions of increasing responsibilities with some of the largest companies in the government contracting market including Boeing, General Dynamics, British Telecom in London and Secure Mission Solutions, (now Parsons), where he most recently served as the Vice President for Critical Infrastructure. Prior to joining private industry, Bob completed a distinguished 20 year career as a U.S. Air Force Lieutenant Colonel serving in engineering, acquisition and command positions supporting space systems development and operations.  Bob brings to GRS extensive leadership and experience interacting with executive decision makers, diverse customers and innovative technology leaders to bring best-of-breed corporate practices and solutions. Bob holds a Bachelor’s Degree in Electrical Engineering from the University of Nebraska-Lincoln and a Master’s Degree in Systems Management from the University of Southern California. He is a Certified Project Management Professional through the Project Management Institute (PMI).

O.C. Moton – Vice President of Mission Solutions

Prior to assuming his current position with GRS, O.C. Moton was employed as a DoD Federal Service employee with the Sensitive Activities Office, Special Mission Directorate, Air Force Intelligence, Surveillance, and Reconnaissance Agency, San Antonio, TX. He served as resident counterintelligence and security subject matter expert to Commanders and other senior government officials on highly sensitive and classified enterprise-wide mission activities worldwide. O.C. began his professional career in counterintelligence with the US Army.  During his military career he supported numerous sensitive and classified operations, and held many different positions from South East Asia to Washington, D.C. Following his Army career, O.C. remained in the Washington, D.C. metropolitan area as a defense contractor and later relocated to San Antonio, TX to continue to provide intelligence and security support to the Air Force, OSD, NSA, DIA, CIA, NRO and other government agencies. As a defense contractor in San Antonio, O.C. directed and managed multiple intelligence, security, and information technology contracts supporting DoD and commercial enterprises worldwide as Executive Director with ManTech International Corporation. As a University of Maryland Alumnus, O.C. has applied his 43 years of combined academic achievements and skills to build a professional career directly serving the US military. His other career related education and training include; DIA – Professional Security Management, FEMA – Information System Security Officer, DSI – Industrial Security Management, CIA – Intelligence Community Professionals, DSI – Security for Special Programs, USAF – SCI Security Management, AF/OSI – Special Access Program Management, Inspections, ATI – Program Management and various educational and professional training programs.

Clarence Johnson, Jr. – Director of Security Solutions

Clarence Johnson, Jr. is a retired United States Navy Master Chief Petty Officer with over 30 years of combined experience in leading and supporting complex missions and programs across a breadth of Department of Defense and other federal agencies.  Clarence has more than 15 years of experience in capturing, leading, and managing government contracts and maintains strong domain expertise in security program operations, facility security, personnel security, information protection, as well as verification and validation investigations at the highest security levels.  He has successfully led and managed programs generating $20 million in combined annual revenue that include customers such as the Department of State, Central Intelligence Agency, Department of Homeland Security, Federal Deposit Insurance Corporation, Department of the Navy and the Missile Defense Agency.  He holds a Bachelor of Science degree in Business Administration from the University of Maryland University College and is a Certified Project Management Professional.
